This letter is for the purpose of recommending DSCM for future general contracting construction work. I continue to consult to SFL. Paramount LLC in the capacity of primary agent for the Project at 5400 Paramount Blvd., Long Beach Ca. The Project is a 750 unit, 2 acre self-storage project in the City of Long Beach, which was formerly a Public Landfill. The project involved removing landfill debris and safely developing the project on an existing landfill. My capacity as agent involved ongoing maintenance (i.e. not losing) development entitlements, environmental clearances, permitting, project management. redesign of building structure and drainage. There was no end to problems continually requiring redesigns due to the Methane Mitigation challenges and utilities. I mention the above background, to put in perspective why the project took ten years and involved three separate major phases of permitted constriction. Bob DiStefano (President DCSM), was a part of the bidding process on all three phases of construction. For various reasons DSCM did not prevail on the previous two construction phases. However, DSCM did obtain the Contract for the Last phase for two 25,000sf Self Storage buildings.   My personal opinion is that if DSCM had been selected for the first two phases the project, the project likely would have finished 20% sooner. My opinion is based upon several "Value Added Skills- that Bob DiStefano/DSCM brings to the construction process:
  •   Attention to detail during the bidding process.
  •   Ability to anticipate problems in design and logistics.
  •   Flexibility. creative problem solving, rapid response and implementation to required changes.
